Updates to Sponsor Coverage Gap Tracking Report File Layout

An updated Coverage Gap Tracking Report file layout has been posted on the CSSCOperations website. The Filler fields of the CGTBT (field 17) and CGTCT (field 17) records now require zeroes instead of spaces. This update will be effective 2012 02.
